Maybe it's a regional thing ... but to "86" someone has meant "kill" that person for as long as I can remember. In general it can also mean eject, reject, destroy, etc. based on context.
But are they actually going to do anything about it. Guaranteed NOPE.
Used to hear it in old black and white movies.

I’m a theatrical junkie. I can’t accept something as being common lexicon if I’ve never seen it in a movie, let alone anywhere else.
That stated, certain modern slang and gang lexicon is alien to me as well.
I say go after comey for all the right things and let this go.

He said he saw them. He never said he didn’t arrange them.
I’ve only ever known the 86 term to mean “get rid of” or “toss out”. Unless youth have recently changed as a reference to kill someone. If so, guessing it was in rap lyrics and now people use it that way.
He needs a berth at the Salvadoran Supermax.

Sometime during 2011 Urban Dictionary changed the definition to elevate “86’d” as ‘killing’ (#1) as follows:
To get rid of, originally for killing someone. The phrase “80 miles out and 6 feet under” was reserved for someone who had to dig their own grave 80 miles from civilization and then get shot execution-style. All terms for 86’d originated from this, be it alcohol or eliminating.
It’s supposed that Jimmy Hoffa was 86’d under the endzone of Giants Stadium.
