WASHINGTON (AP) — House Republicans narrowly approved their budget framework Thursday, a political turnaround after Speaker Mike Johnson worked into the night to satisfy GOP holdouts who had refused to advance trillions of dollars in tax breaks without deeper spending cuts.
Johnson stood with Senate Majority Leader John Thune early in the morning at the Capitol to shore up President Donald Trump’s “big, beautiful bill,” and they committed to seeking at least $1.5 trillion in cuts to federal programs and services. The speaker had abruptly halted voting Wednesday night.
“I told you not to doubt us,” Johnson, R-La., said afterward.

The debt ceiling shall be raised by
1. $1 trillion dollars upon enactment into law;
2. $500 billion upon passage of FY2026 budgets prior to Oct 1, 2025 for [list of departments];

4. the debt limit shall increased insomuch as the pre-Oct 1, 2025 FY2026 budgets for [list of agencies] is less than the budgets for those agencies in FY2024 effective January 1, 2026 and again effective June 1, 2026;
5. the debt limit shall increased insomuch as the FY2026 spending for [list of agencies] is less than the budgets for those agencies in FY2024 effective January 1, 2027 and again effective June 1, 2027;
6. $500 billion upon passage of FY2027 budgets prior to Oct 1, 2026 for [list of departments];
7. $500 billion upon passage of FY2027 budgets prior to Oct 1, 2026 for [list of departments];
8. the debt limit shall increased insomuch as the pre-Oct 1, 2026 FY2027 budgets for [list of agencies] is less than the budgets for those agencies in FY2024 effective January 1, 2027 and again effective June 1, 2027;
9. the debt limit shall increased insomuch as the FY2027 spending for [list of agencies] is less than the budgets for those agencies in FY2024 effective January 1, 2028 and again effective June 1, 2028;
10. the debt limit shall be increased by $10,000 for each alien not lawfully present in the USA on January 21, 2025 is removed under judicial order or voluntarily departs under ICE supervision within 300 hours authorized executive department request, but by no more than $1 trillion;
11. the debt limit shall be decreased by $15,000 for each alien found in the USA after removal for which a debt limit increase was made.
