Homeless programs funded by the city of Los Angeles are essentially a black hole when it comes to oversight and the tracking of outcomes, a court-ordered, independent audit has found.
The report, released on Thursday, was conducted by Alvarez & Marsal, a global consulting firm. It looked at four years of homeless services managed by the Los Angeles Homeless Services Authority (LAHSA) from June 1, 2020, through June 30, 2024.
A&M said it was stymied by information gaps and incomplete data that hindered its ability to gauge the results of approximately $2.3 billion in homeless spending over that time period.
In many instances, auditors found that independent contractors operated under vague arrangements and haphazard bookkeeping, and the money they received couldn’t be properly accounted for.
Auditors also found that LAHSA frequently approved payments to contractors before verifying that services were provided.

I don’t think they needed an audit to figure this out. And absolutely nothing will happen as a result of this audit.
The audit was ordered by U.S. District Judge David O. Carter and stemmed from a 2020 lawsuit filed by the L.A. Alliance for Human Rights. The Alliance, comprised of local business owners and residents, asserted that the city failed to protect public health and safety by allowing rampant homelessness.
The suit was settled in 2022, but the group has accused the city of not living up to the terms, which included providing more beds and housing.
They might very well send out numerous sternly worded letters. And then they will hold a press conference and say all is well. ORANGE MAN BAD
California Governor Gavin Newsom, who once threatened to withhold homeless funds from cities and counties that didn’t show progress, has also pushed for greater accountability.
And this is why government likes new programs to help the next “disadvantaged group“. They get set up to address the urgent need, and of course, all the fail saves and accounting details just maybe never come. You know those older programs have just been micromanaged to death with our cousin employment scam, and we can’t do our stuff there anymore….time to create a new “disadvantaged group“
Yeah but look at all the money the big shots in the NGO’s are making, isn’t that worth something???
For me, the big umbrella realization that the Normies ought to be having is this:
The government is in charge of something.
They tell us that the result is good.
But there is no oversight.
There is no accountability.
There is no audit.
The people in charge like the result very much, and the little people are just suppose to trust.
But we see it’s all fraud and graft.
This is true for federal programs.
This is true for state programs.
And it’s true for elections also.
Normal people need to wake up and realize that they are being played.

These entities which have money pouring in in an effort to ameliorate problems either created or exacerbated by government are intentionally incompetent. This and the lack of any meaningful oversight always results in more and more funds “disappearing”. Heavy oversight initially and continuing as long as they pass stringent requirements are the only way they should receive or continue to receive any public funds. “Charitable “ NGO should also undergo the same requirements along with potential loss of their tax exempt status and donations reverting to taxable status should they fail adherence to accounting requirements. Finally, individuals and associated entities found to be complicit in the “disappearing” should be subject to stringent prosecution.
Oh, wow! In a similar vein, water=wet, sunrise in in the east, and all Democrats are insane.
Geesh.
In the Frisco area time after time some politico starts with a “homeless” program and gets millions. Emphasis! Time after time.
Every bloody time some actual journalist still on staff by a local rag finds a study showing that not one cent of that particular program found its way to the streets.

So, congrats LA — another study into the obvious.
Homelessness, fueled by money, has become an industry, like war and the drug and sex trade.
I’d like to see the breakdown of where that $2.3 billion went:
> overhead, administration and program management (which the audit shows was worthless), travel, conferences, salaries for bosses, office costs, etc.
> rent for motel rooms and slum housing owned by cronies.
> grants to cronies who did little or nothing.
> payments to cronies for “services” (immigration and criminal defense lawyers, getting homeless people onto other benefits like disability, etc.)
> leftist social workers directly engaged with the homeless.
> political contributions and grants to political NGOs.
> embezzlement and fraud.
> cash given to the homeless at election time.
> addiction programs that don’t work, run by cronies.
> clothing, food, and shelter for the homeless.
If 8% made it to direct help for the homeless, it would be a miracle.
Everyone who pays California income taxes is a democrat donor.
Govt. Makes “homelessness” problem much worse by not enforcing laws. Gets kindhearted, but clueless voters, to approve tax monies to “help” the homeless... Govt. Funnels money to pre setup “charities” who skim lots of money off the top and carry out ineffective programs(which continues the problem).
I would venture to guess that many of the votes for these programs are manufactured also.
