Russian President Vladimir Putin has directed his Cabinet of Ministers to prepare for the return of Western companies to the Russian market, stating that domestic firms should maintain "certain advantages" over those seeking to resume operations.
Speaking at the Future Technologies Forum on February 21, Putin indicated that Russia would set conditions for companies looking to re-enter. "We can adjust accordingly the return to our market of those who want to return," he said, suggesting potential restrictions or regulations. He added that external pressures and sanctions, despite their challenges, have played a "stimulating role" for the Russian economy.
The remarks come amid signs of renewed diplomatic engagement between Russia and the United States. On February 18, Russian Foreign Minister Sergey Lavrov met with U.S. Secretary of State Marco Rubio in what was the highest-level dialogue between the two countries since the onset of the conflict in Ukraine. According to Lavrov, both sides agreed to initiate discussions on a settlement process, restore diplomatic ties, and ease restrictions on diplomatic missions.
In a related development, Russia has reportedly extended an offer to the Trump administration involving Russian natural resources and Arctic access, The Moscow Times reported, citing Kirill Dmitriev, a Russian delegate in recent Saudi Arabia talks.
Since the start of the conflict, hundreds of Western companies have left the Russian market, citing a combination of business risks, sanctions, and regulatory challenges. Data from the Kyiv School of Economics Institute indicates that 472 foreign firms have fully withdrawn, while 1,360 companies have scaled back their operations.
The Russian government requires exiting firms to sell assets at a 50% discount, pay an exit tax of at least 10%, and obtain government approval for departures
Both Russia and Western governments have taken measures involving asset seizures, with Moscow imposing restrictions on Western subsidiaries and Europe freezing Russian state-owned assets.
These actions followed Western sanctions, including the freezing of approximately $300 billion in Russian central bank assets. Despite these restrictions, some foreign firms have found ways to maintain operations in Russia, while others have gradually re-entered the market after an initial withdrawal.
As diplomatic negotiations progress, the potential return of Western businesses could reshape Russia’s economic landscape and influence its future relations with international markets.

If you spend a bit of time on YouTube looking at Russian supermarkets the presentations talk about various brands that departed Russia and local private firms that took over that item’s production.
There are stores that are called the Russian McDonald’s. They produce and sell the same product, exactly the same product, exactly the same menu, with no McDonald’s logo. That was McDonald’s choice. Russia did not kick them out. But the product is still there and people still buy it, produced from local raw materials.
Exxon and the Kara Sea is another example. They paid a lot of money to be permitted to participate with Rosneft in developing that oil. Russia did not kick them out. They kicked themselves out. Rosneft continued, but slower. Similar things out on the Sakhalin offshore. The Japanese actually had a piece of that action and in amusing fashion talk loudly about divesting and abandoning that position, but here we are 3 years later and they never did. They need that gas.
