its been years since this " hero" EPA burnt train tank car loads of vinyl chloride ( that WE would be fined and jailed for burning a pint of that in OUR back yard ) in east palastine and this Office of Enviromental Justice hasnt done squat for THEM. !!!

The word “communities” is the key here. States, Counties, and Cities must be responsible for cleaning up their mess. It is not the responsibility of a taxpayer in Idaho to pay for toxic waste dumped over decades in Detroit. States can apply for Federal Grants to clean up toxic sites, but ultimately, it is their responsibility. Grants can be managed through HHS. USAID proves that no entity should have sole power over grants and federal loans to states; they have to be worked through a routinely audited agency. For things like the East Palestine train wreck, the Feds provide an amount to the State to clean up the mess ASAP. Then, HHS determines what impact this had on families and how they need to be compensated by the Federal government. If the State agency determines that families need to be relocated, homes must be destroyed and rebuilt, or long-term health monitoring or care will be required, they can apply for Federal grants or use State funds. If it is not a Federal responsibility, the State must bear the cost of fixing the problem and compensating the families.
