“It’s not our systems. It’s either our adversaries have things with capabilities that we aren’t aware of or that we can’t explain or it’s other worldly,” he said.

Hey Rooster—my understanding is that the UAP task force had folks detailed from a variety of agencies including of course branches of the military and military intelligence.
The FBI was just one of them—and one of the less important ones.
Many of the UAP task force members only worked on it part time and kept their “day job”.
(If any of the FBI folks want to become whistleblowers on J6 and UFO related matters now would be a good time—hint, hint, hint....)
