Under communism, individuals do not own property. All property belongs to the state.
Ok, how can she compel an owner to rebuild in some urban renewal low cost housing model. I know they can make rules for someone developing a new project. I know they can specify different fire codes maybe. But how the hell can she order existing landowners to use their insurance money to build something for social reasons like 15 minute cities or low cost housing?

LA county Law has it in place that you must build “Low income housing” when rebuilding, so guess what, they are gonna turn the palisades into a slum, that is what they call “Re-imagining” the Palisades
So she will sole source award the contract to a fat cat campaign donor and rake off a % as “campaign donations”

Some Soviet style high rise concrete buildings would look real good there. Also set aside some land for wind turbines & a solar farm. We need to get going on those 15 minute cities!
You know, just an observation. NOT a threat to any watching eyes. But there have probably been 20,000 drive-bys and murders in Los Angeles county since 1990.
