One week in, the Trump administration is broadening its assault on the functions of government and shifting control of the federal purse strings further away from members of Congress.
President Donald Trump’s budget office Monday ordered a total freeze on “all federal financial assistance” that could be targeted under his previous executive orders pausing funding for a wide range of priorities — from domestic infrastructure and energy projects to diversity-related programs and foreign aid.
In a two-page memo obtained by POLITICO, the Office of Management and Budget announced all federal agencies would be forced to suspend payments — with the exception of Social Security and Medicare.
“The use of Federal resources to advance Marxist equity, transgenderism, and green new deal social engineering policies is a waste of taxpayer dollars that does not improve the day-to-day lives of those we serve,” according to the memo, which three people authenticated.
The new order could affect billions of dollars in grants to state and local governments while causing disruptions to programs that benefit many households. There was also widespread confusion over how the memo would be implemented and whether it would face legal challenges.

Congress authorizes funding for agencies. How they execute their function is left up to them. It a concept called “regulatory law”
As the Executive President Trump has the power to direct them to do something and not do other things.
The only time there might be a conflict is if Congress directly appropriated money with specific conditions attached to how that money is to be spent

I wonder if part of the goal here is to grind some sectors of the economy down to force interest rate cuts.

If we are going to actually fix this country some sacrifices will have to be made. We can’t have our cake and eat it too. Money doesn’t just grow out of thin air like they think. This is going to make a lot of institutions rethink their pricing, financial, and administrative structure.
Higher education, health care, and science to begin with. Far too many completely unneeded BS con games for grants and funding happening. The scams are now a whole business market of their own. There are even “Funding scam consultants” Who advise on how to come up with ideas how to soak the taxpayers out of money.
It has been allowed to go on far too long... It needs a factory reset back to minimalistic common sense priorities and only true “needs”.

Yeah, Congress is lazy. Not in how they disburse money as you imply, tho.
Their corruption and laziness is displayed in not circling back with the agencies to see if their implementation of the Congressional laws violated other laws or just corrupted the spirit in which the original law was written.
As I’ve said before, laws should have a sunset clause. Die in a decade. If no one pops up in ten years to re-authorize that just shows that it was a bad idea to begin with.
