As Bill Bennett said....I would give an order, and NOTHING would happen......it was like it didn’t matter what I said, they did as they pleased. Or it was something like that as I remember.

When you create any organization their first duty is self preservation, and anything that threatens it becomes its enemy.
You create a constituency with it’s own sets of interests, allies and enemies.
Simple human nature.
Organizations tend to operate for the benefit of those who operate it.
Gubmint is no different.
The problem is that gubmints become disposed to evil when they discard the principles of self-government for authoritarian rule.
Four years of Biden was four years of evil gubmint which was carried out by authoritarian rule.
Of course, the path to authoritarian rule as was the stolen election was greased by the kung flu and the scamdemic.
Which is why they need to be re-assigning, suspend, give and order and document insubordination. There are many creative ways to deal with such people.
Problem is execs often don’t care in the end and just accept it.
I had one employee under me who was a constant difficulty. I gave him the worst jobs physically, after a few weeks he was broken and started learning to be agreeable. I did not even hide what I was doing. I told him it was because he could not work well with others so he got such jobs as to make use of other skills.
It really is all in how you present things sometimes.

He (and other Trump leads) would be wise to hire someone to manage operations, outcomes, and accountability. If someone is slow-rolling, road blocking, etc. There needs to be someone FIRED. On the spot, and in that moment.

It’s the bureaucrats who actually implement the policy. Or not.
The deep state has been real since the 1900s. Basically, a little over 120 years. That’s when progressivism came to town and started its destruction, and we’ve never entirely gotten past it.
Guess he will be doing some walk around management. When the answers do not add up, next comment should be have you considered what you will do in your next career.

This was actually one of his uncle’s favorite tactics for neutralizing opponents: assign them to a time-wasting committee to research the issue they were concerned about.
As a former contractor for the Feds, the secretary need only make an example of the top career bureaucratic supervisors by transferring them out of their (presumably) cozy office to a cubicle with no support minions. The rest will get the message, or retire early with reduced pension. Of course, the whole system needs an overhaul. I’d estimate only 60% really do their jobs well. There’s little accountability with productivity or use of budgets.
Then an example would need to be made. Very loud, and public. If the rot is that widespread, have them all line and count off by three. Every third person is shown the door.
Work isn't meant to be a democracy.

As many of you have said, the purpose of government is to exist, and to ensure that children also get into the business.
The white house will have to insist on goals, assignments, deadlines and airtight follow up to be sure it is getting done. The critters will try to form work groups, study groups, investigations, planning committees, report commissions, all to impede and slow down the mission. Six months from now they will have to do evals and fire another 10,000 passive aggressive critters. And repeat every six months.
He seems so smart! He’s from Harvard you know. That’s why he was so gullible. A pretty girl asks him something and he can’t WAIT to explain it all in detail.
Think of any hot girl Israeli, French, Chinese, Russian spy. They just bat their eyes and smile and DC cannot wait to tell all. But remember, TikTok is the national security risk.
