In other words, yes, yes they did.
Like a lot of stories that Snopes wants to shit-can, they are quibbling. The trucks had to go through some sort of “safety inspection,” which likely included an emissions inspection (even if just a visual). But because officials used the word “safety” and not “emissions” they get to call the whole story false.
They have more “Sea Lawyers” working at Snopes than the Navy has JAG officers.

It wasn’t smog check it was safety (brake related) checks.
Typical snopes double speak. The trucks were stopped and held pending Ca required inspections. How many houses burned while the trucks were stuck waiting for approval?

Oregon fire trucks are well known for their poor safety and mechanical issues and always have to be checked out when in California.
