The Environmental Protection Agency (EPA), on orders from the Biden administration, announced on Wednesday that they have approved California’s mandate to ban the sale of all gas-powered vehicles by 2035, making it more difficult for President-elect Donald Trump to federally stop the mandate during his upcoming term.

Why does the epa have any approval power?

CRA requires federal agencies to submit a report on each new rule to both houses of Congress and to GAO’s Comptroller General for review before the rule can take effect. For rules that qualify as “major rules,” GAO must submit a report to Congress identifying whether the agency’s submission complied with the required procedural steps. If Congress does not approve of a rule, it can enact a resolution of disapproval. In that case, the new rule has no force or effect.
Trump and his team are well aware of the Congressional Review Act. This was his major tool to remove regulations.
Not much to worry about. California will also outlaw electricity by then and everyone there will be living in the stone age.

Part of me would like to see California destroy their own economy and suffer the resulting consequences.
The major auto manufacturers have noticed that the consumer market is just not there for all electric vehicles and are drastically scaling back production. Tesla is an exception, but is not politically hated by California politicians. As to the California imposing commercial electric trucks in the future, that is a real piece of economic destruction to their economy.
The Environmental Protection Agency (EPA) is an independent agency of the United States government tasked with environmental protection matters. Congress delegated powers to EPA and EPA enforces national standards under a variety of environmental laws, in consultation with state, tribal, and local governments. EPA enforcement powers include fines, sanctions, and other measures.
The EPA is NOT a Cabinet department, but the administrator is normally given cabinet rank. The administrator is nominated by the President and approved by the Senate.
Biden ORDERED the Administrator to ban gas cars in California. I cannot see where the president has the power to order EPA to do such a thing.
So Biden is king and his rule is forever. Nobody can undo his edicts.

Could this be misinformation?
The negative effects if this rule is actually implemented, it will have a very negative impact for the Auto Industry all over the country.
If you remove the State of California’s economy from where the Auto Industry can sell ICE cars, California is by far the largest state economy in the country.
IMO, there is no way the Auto Industry will make up the loss of ICE cars being sold with EVs...causing real profitability issues for the Auto Industry.

The irony is that Tesla bought the old New United Motor Manufacturing, Inc. (NUMMI) factory in Fremont, CA. NUMMI was an American automobile manufacturing company jointly owned by General Motors and Toyota. It opened in 1984 and closed in April 2010. The peak NUMMI production year was 2006 when it manufactured 428,633 vehicles.
After the plant was closed by its owners, the facility was sold to Tesla and reopened in October 2010, becoming known as the Tesla Fremont Factory.
