Both counts are low, in my opinion. The government does not really want to know the numbers as it just makes them look bad.
What search efforts have been made have not been for bodies. They have quite properly focused the people they have available on finding survivors. I can understand that they must work with what they have.
They did not have and still do not have enough capable people on the ground conducting search and rescue efforts.
I am going with the "Flynn" estimate. Take the number you have and append a zero to it for the final count. I make that at 2,800 dead.
A majority of the deaths will be from exposure, dysentery, dehydration and injuries suffered while attempting to walk out of remote areas.
