B) Trump’s effort to call attention to the tremendous need for a better federal response to the hurricane which has devastated so many.

From what I can see the initial help pretty much came from non-federal sources. If not for state and private citizen help then things would have even been worse for those people. The federal government should have been there at 6 am the morning after the hurricane hit.
