That position is usually held by less ideological "make the trains run on time" types in part to temper the worse impulses of the "true believers" and win elections. Lyn Nofziger and Pat Cadell had beliefs, but it never interfered with operations.

The more I see these developments, the more I’ve come to believe that the Deep State is working to ensure Heels-Up loses.
