The employment list is so large and extensive over Virginia and Maryland that state issues and national voting can be affected by them. IT’s a situation that should never have been allowed to exist.
Some of the wealthiest zip codes in the nation are clustered about DC... Not only are there lots of these folks they also get paid very well for very little.
Shifting them around has numerous advantages, one of which is diluting their voting power. Imagine Fairfax county VA becoming a saner place to live!
Look: Dept of Agriculture should have a sizeable presence where there is actual agriculture, for example.

I can’t say whether it’s a cause, effect, or just a correlation, but before every empire collapsed, their civil service grew fantastically large compared to their income. The Ottomans, the Romans, and a plethora of middle eastern kingdoms...all grew a fat civil service just before they collapsed. In China the civil servants became richer than the richest merchants. Civil servants have gone from being helpful to leeches, taking but giving little back.
I remember when Reagan managed to shut down a federal department. A former employee was interviewed. He said, “I have no idea what I’m going to do. I’ve never had an actual job.”
Fed jobs exploded under Bush and Clinton and then Obama doubled down. This is how they got Virginia blue and she has stayed that way. Want to turn a state blue? Infiltrate education and grow the government with leftism.
