In every company I used to work for, I was asked to submit my urine sample before being hired.
I wonder of these companies still do this....

This is one of a growing number of examples where an employer is damned if they do, and damned if they don't.
If they screen for something, they have to react to a positive test. If they don't screen in the first place, they are in a stronger position to plead ignorance when something goes wrong.
And to be fair, one of the problems with marijuana screening is that current testing technology doesn't do an effective job of establishing impairment. This is a big reason why law enforcement organizations that deal with motor vehicle safety have long been opposed to legalizing marijuana.

...the company will also ban testing for marijuana following a workplace accident and in cases where there’s reasonable suspicion that an employee was impaired... That's stupid. That's exactly when they should test.
Let the employees know that even though they are not testing normally, they will be let go if they cause injury or major damage and found to be impaired by any drug.

Might work. I know a guy that worked in a place that sold steel. In his mind, this made him a “steelworker.“. He was also one of the biggest heads I’ve ever met. He worked the warehouse, and drove truck. One day, a sheet of steel fell over, and messed up a co-worker’s leg pretty badly. I think it was just “one of those things“....nobody in particular at fault, but they tested anybody near the event. He came up hot for weed. But....they tested him as a warehouseman, and bureaucracy being the stupid beast that it is, he didn’t lose his CDL or driving job. 🤷♂️
There is likely no fool-proof solution...and there are a lot of fools out there.
