Afederal appeals court on Friday upheld Maryland’s handgun licensing requirements, rejecting an argument from gun-rights activists the law violated the Second Amendment by making it too difficult for people to obtain guns.
A majority of judges from the 4th U.S. Circuit Court of Appeals in Richmond, Virginia, affirmed a district court judge’s ruling in favor of the state of Maryland.
The majority rejected the plaintiffs’ argument the state’s handgun qualification statute tramples on applicants’ Second Amendment rights to keep and bear arms. The law requires most Maryland residents to obtain a handgun qualification license before purchasing a handgun.
Senior Judge Barbara Milano Keenan wrote Friday’s majority opinion, joined by nine other judges. Five judges adopted opinions concurring with the majority’s decision. Two judges joined in a dissenting opinion. “The handgun license requirement is nevertheless constitutional because it is consistent with the principles underlying our Nation’s historical tradition of firearm regulation,” Judge Allison Jones Rushing wrote in a concurring opinion.
In his dissenting opinion, Judge Julius Richardson said the state of Maryland “has not shown that history and tradition justify its handgun licensing requirement.”

But the other guy does not need to prove his US citizenship to vote or even provide an ID.
There’s no “historical tradition” of requiring gun qualification. That’s a bald faced lie.
How is it a right if you need to qualify to use it?

I think we need some citation on this position? I have not read the whole concurring opinion, yet...
The Maryland General Asylum are amazingly stupid when it comes to firearms. The HQL is just one part. To pass you must show proficiency in firearms, which includes live fire. It does not define what makes proficiency. In my son’s course, the instructor told them they get to shoot twice what most courses do. Yep. Two rounds.
Then there’s the magazine limit of ten rounds. Gun shops can’t sell them but there’s no limit for citizens, few who live more than an hour from an out of state gun shop.
The best one is when you purchase a regulated firearm. Even with a HQL and CCW, there’s still a seven day waiting period. The state police send you an email when you’ve passed their background check. They can’t bring themselves to approve you so the letter is marked NOT DISAPPROVED.
You can’t make this stuff up.
Freedom requires responsibility. The problem is not shocking when seeing the judges names.

So Judge, educate me...how does that square with "SHALL NOT BE INFRINGED"?
IOW since we successfully banned guns in the past we can do so now despite any current reversals. History before that doesn’t count.
