There is that and it would be bad optics if he pardoned Hunter before the election. But I think the main reason is the substantial subset of idiot voters who want to elect the first black woman.

Their party is all about identity politics. They wouldn't "make history" if she was already president. They'd just be leftist sycophants. Which they are anyway, but too dense to recognize the fact.
