In the past, when a new President came in, he could simply fire those people and put his own people in, but Obama made it impossible to fire them.

The job for Trump will be to clean them all out. Everyone hired since 2009. I know he can’t fire them, but he can sideline by exiling them to the provinces or just giving them no duties.
