Every factory since the year 2000 has barriers to unrestricted roof access. Seriously. There is no commercial use building I know of that makes rooftops accessible without special locks opened, permits filed, and safety partner required. External stair cages have retracted drops.

I agree but I still see many that are open and accessible due to laziness.
