People not trained for it don't recognize what is happening right away. The gap in the shooting and then the continuation after everyone takes cover sounds like the shooter is just throwing rounds while fighting off those trying to stop him.
From the picture, it looks like the blood and bullet missed his hair!

Reports now that someone else in the bleachers was bloodied and carried off.
Even if he's not killed they are careful to make sure the shooter is a true nut case and won't be able to come back on them. Could be a long paper trail on the shooter.

An eye witness said two people attending the rally were shot.
