Notice how only 18% of those shot actually died. NOBODY will care until that ratio goes above 25% - 30% and stays there for a good while.
However, during the Dem block party in Chi-Congo this theory could be proved true.

But the count never gets high enough to reduce the population, just enough to make the news. Even changing the name of the primary collection point from Cook County Hospital to Stroger Hospital made a difference. I wonder if the name of the hospital is written in cursive outside. Maybe that’s why.
