“Expenditures” have been squandered, and not well invested. While we have spending more China and Russia have been building more and catching up with or exceeding the U.S. in some areas.

An yes, the DOD is a very bloated bureaucracy that would probably be more efficient and nimble if its bureaucratic layers were vastly cut.
