The executive office has no power over Congress. I don't disagree with you, but there is also the implication that Congress cannot compel the DOJ to exercise its responsibilities except through impeachment or elimination of funding.

There is no way the president is meant to have that power.
This would be a “constitutional crisis”
The legislative branch is meant to have oversight powers over the executive. If the executive can extend presidential privilege over anyone in the executive branch, it completely nullifies the checks and balances and lets the executive reign supreme.

Why wait for Garland to go to Congress? Send the Capitol Police to arrest him at home, at the DoJ, or anywhere they find him. Better yet, cut off all spending by the DoJ until Garland surrenders himself to the Capitol Police.
