There were a few Osttruppen units defending Normandy, but I don’t think there were any Russians or Ukrainians. The Russian Vlasov Army didn’t see action until 1945, and the Ukrainian SS Galicia divisions were in Ukraine busy massacring Poles and Jews.

Ukraine was part of the Soviet Union back then, and Ukrainians overwhelmingly served in the Red Army. Those who wanted Ukrainian independence from the Soviet Union and who fought on the Nazi side (like Stepan Bandera), were a tiny minority. Bandera himself spent most of the war as a prisoner of the Nazis, only being released to fight the Soviets in 1945.
Per Capita, Ukraine lost more men fighting the Nazis than even ethnic Russians (whose losses were horrific).
Some of the biggest battles that took place in Soviet territory, were in Ukraine (like Kursk). At the end of the war, only 6 buildings remained standing in Sevastopol.
Odessa has ancient catacombs and tunnels under the city, where resistance to the Nazis continued throughout the occupation, until they were defeated.

As you noted, the US put another (state of the art new) Artillery shell production facility online just last week in Mesquite, Texas, operated by General Dynamics. Rheinmetall’s production in Germany has tripled, and is on track to quadruple. They are also building new production facilities in Lithuania and the Ukraine. Turkish production is up, South Korean production is up, Finnish production is up, French production is funded for increases.
Also of note, is that much of Russia’s current production consists of refurbished shells out of inventory. Russia will likely be able to continue to increase new (not refurbished) Artillery shell production for some time, in conjunction with production in North Korea. Russia has plenty of iron for the shells, and plenty of oil and gas, from which to make explosives and propellants, and has been able to get some of the required machinery from China (although that is now drawing sanctions interest).
Artillery shells are likely among the last things that Russia is likely to run out of.

The Reverend was replying to a previous comment about the United States industrial production doubling because of WWII. The Reverend pointed out that our current industrial production is zero because over the decades we have outsourced production to foreign countries. And Zero doubled is still zero, meaning that if we have no military industrial production, there is no way to double it because you cannot double nothing.
Reverend Wright did not make any comparison between the USA and the Russian Federation.
