They don't necessarily have to have a large standing army, but they could re-introduce physical fitness requirements into all levels of education. They could also tax the heck out of unhealthy foods, nutritional supplements, and medicines. They could also require 2-4 years of service so that men become acquainted with firearms and other non-soy-boy pursuits.
Even if Germany never goes to war they will have a healthier populace with lower medical bills and most likely increased fertility.
