If the best you can do is a unsourced Reuters story, there’s about a 10% chance it ever happened. Show us AN ANNOUNCEMENT from Ukraine, prior to the war, or any time, that they would never join NATO. Otherwise, it is very safe to assume that it NEVER HAPPENED.
