Baltic leaders reacted warily on Wednesday to reports that Russia could revise the borders of its territorial waters in the region.

In a draft proposal reported by some Russian media, Russia's Defence Ministry suggests updating the coordinates used to measure the strip of territorial waters off of its mainland coast and that of its islands in the Baltic Sea.

I suspect this is Russia’s way of responding to the Baltic states getting involved in Ukraine.

Agreed. Their problem is that Russia can’t arbitrarily alter those maritime borders if NATO doesn’t agree with it. The very first thing that will happen if they try will be a steady presence of NATO warships conducting freedom of the seas exercises in the claimed waters.
