Bill Clinton created the "Citizenship USA" (CUSA) program to bring in as many illegals as possible, circumvent the standard procedures for naturalization, and instead, push as many illegal aliens through the Naturalization process as quickly as possible so they would be eligible to vote in the 1996 Presidential election. They focused on the key states of California, Florida, Illinois, New York, New Jersey, and Texas because of the 181 electors they held totally. The Clinton White House was putting pressure on INS to comply. Al Gore was put in charge of the program.

David Schippers, a lifelong Democrat, served as Chief Investigative Counsel to Republicans on the House Judiciary Committee during Clinton's impeachment hearings. He thought it was important to focus on the immigration abuses of the Clinton Administration, and believed that if he had been able to continue with his investigations, that Clinton would have had an additional impeachment charge brought against him.
