ATLANTA (AP) — Gov. Brian Kemp signed legislation Tuesday that makes additional changes to Georgia's election laws ahead of the 2024 presidential contest in the battleground state, including defining probable causes for removing voters from the rolls when their eligibility is challenged.

Republican activists — fueled by debunked theories of a stolen election — have challenged more than 100,000 voters in the state in recent years. The activists say they are rooting out duplicate records and removing voters who have moved out of state.

1. Ignore the derisive language the AP uses.

2. I am a sworn election official (I work the polls) in GA; have been for years. My first election I worked was Reagan's first term.

3. I/we don't know EXACTLY what happened that 2020 night, but 'we' [local election officials not in Atlanta metro counties] observed(?) obvious loss of chain of custody 'evidence' when all the videos played out in the various media and hearings. Who knows what happened during the losses (gaps) in chain of custody. We run a tight ship in our county, all the numbers match, and we report on time.

4. The big changes here are good ones:

(a) improved language and rules for challenges. Reduces petty challenges and also makes the law harder to challenge via lawfare. Clarifies residence and eligibility.

(b) removing the QR codes and replacing them with machine and human readable marks on the printed ballots. People didn't trust the QR codes because you can't read them.

(c) permitting small counties (sparsely populated) to use paper ballots instead of incurring the expense (and staffing) of using the machines. It's a lot of pricey gear to vote electronically. Note well, a citizen CAN, on demand, vote on a paper ballot today. It's called a provisional vote. I am a provisional ballot lead and can tell you it is a nicely secure and managed process. It is however quite slow for the voter. You'll be there 15 minutes to get it done while we perform all the checks and verification. The provisional ballots are usually employed by people who have recently moved their address and the registration database hasn't caught up with the real estate contracts.

This new law along with prior updates does a great job of making Georgia vote results more credible *AND* provides a great paper and digital paper trail for audits, forensic or otherwise. We've talked among ourselves about it and don't see how a jurisdiction can cheat *EXCEPT* for allowing person A to show up and vote as person B, and Person B is a valid voter -- meaning the poll worker let a person cheat during in-person voting. EVERYTHING else is discoverable as far as we can tell.

Georgia Awards $107M Voting Machine Contract to Dominion The Colorado-based company will supply the state with 30,000 touchscreen voting machines capable of printing paper ballots. The controversial technology is expected to bring court challenges.

From 2006, so we can't say we weren't warned...

Foltun (sic) county, aka Fulton, is infamous. Along with the lack of prosecution of the offenders. “Mistakes were made!”

I’m gonna go with user error.

1. NEVER observed this or heard it reported in our county.

2. Hard for a poll worker to verify because legally we CANNOT observe a voter marking their ballot. It’s against the law ...

3. When you vote in GA first you check in, get validated, and then handed a little green card. The green card has NO voter information on it and ONLY contains the information to tell the touchscreen tablet what ballot to display. The touchscreen tablet is called a ballot marking device or BMD. It displays the ballot, one page at a time, you ‘mark’ you ballot using a stylus or your finger, THEN the machine takes you through the step of REVIEWING what you entered. You have the chance to make changes and corrections. Once you are happy with your ballot you print it. RIGHT NOW the printed ballot shows how you voted in printed text and also displays the dreaded QR code (the part going away.) So you have yet another chance to confirm your ballot says what you want it to say. *IF* you detect an error at that point, you can still report it to a poll worker. We will ‘spoil’ that printed ballot [it affects our checks and balances numbers so it’s work for us to do] get you a new green card, and you get to mark up a new ballot, print it and take it to the scanner. The scanner today reads the QR code. [uh oh]. It also drops your ballot (no names on it) into a bin. The scanned votes are recorded on TWO separate solid state disc drives in the scanner which are secured by lock and numbered seal. You have not voted, actually, until you scan your ballot and the vote count on its screen increments by one. Even at this point if there’s a jam or a tear (RARELY HAPPENS) we can spoil the ballot and let you do it again.

When the polls close on election day ALL the scanned paper ballots are taken from the bin and placed into secure bags or cases. The disc drives are removed from the scanner handled by a separate secure handling process. This process *MUST* be witnessed by two or more witnesses. In our county the poll manager and the assistant poll manager then transport the ballots, drives and other poll paperwork to the county office. A county deputy follows them from the poll location to the county office.

All the paper and digital records are retained I believed for 2 years. Could be more.
