There’s big government money on the table thanks to Biden and congress. Why wouldn’t someone come and take it. As Buffett explained at the outset, the only reason for investing in wind is to harvest government funds.

I personally abhor the ‘capitalism’ misnomer. The U.S. is supposed to have a Free Market: Either it IS (free), or is not. Simple.
this “city-backed” project is guaranteed to fail, just like the Buffalo solar panel fiasco ... cities have zero business promoting and financing projects like these; they can barely operate basic municipal utilities ...
fiascos are ok as long there are taxpayers to finance them.
Then I’d say it isn’t free. It’s controlled by government and big business.
