Giving notification that some kind of terrorist attack is coming is a humane action. There’s no need to support it with specifics about sources and methods, which is what the Russians want.

Contrast this vague warning (which now looks like a heads up to Moscow Westerners) to the Russians on the Boston Marathon bombing.

And didn’t do anything with the warnings.

In order to work on something, you have to present a work plan, an estimate of the required personnel, tools and equipment, and the potential gain. I suspect that the intel service is mired in processes and procedures that will never be appropriate to the threat. I’m betting the document preparation and lengthy approval process prevents people from surfacing anything that isn’t already on their plate. for the most part, in my opinion, these are pencil pushers, not investigators or agents.

That is true. I’ve seen that many times.
But in this case they had two specific warnings, with names. That would have gone into someone’s work queue, with Step One being: do a name search and see if you can find these guys.
Inability to do names search of “foreign” names seems to be a common failing amongst the Security Services of many Western countries. Which is kind of a problem when they are dealing with foreign terrorists.
No wonder these retards want to spend their time investigating the domestic “far right”.
