NATIONAL SECURITY SUPPLEMENTAL APPROPRIATIONS ACT, 2024
Title I – Department of Defense
Assistance to Ukraine.
Provides $15.1 billion for continued U.S. support to Ukraine through military training,
intelligence sharing, increased presence in the European Command area of responsibility, and
other support activities through November 15, 2024.
Assistance to Israel.
Provides $10.6 billion to support Israel, including $4 billion for Israeli missile defense
capabilities and $1.2 billion to accelerate development of the Iron Beam missile defense system.
Procurement Assistance.
In total, provides over $43.6 billion to be invested in the U.S. industrial base to increase U.S.
weapons and munitions production capacity, invest in the U.S. submarine industrial base, and
enhance U.S. and allied stockpiles, including:
$13.5 billion for weapons to be built by the U.S. industrial base to re-arm Ukraine.
$24.25 billion to be invested in the U.S. industrial base to replenish U.S. weapons
provided to Ukraine and Israel.
$3.01 billion to enhance the U.S. submarine industrial base through infrastructure
improvements at public and private shipyards and investments in the U.S. submarine
industry and its workforce.
Over $2.8 billion to enhance production capacity of the U.S. munitions industrial base.
