1) How do the authors know who constitutes the Deep State, what their activities are, etc.? Are they “members”?
2) How can they make sweeping PR generalizations about a large set of people, 99.9% of whom they have never met or spoken with?
3) If they know so much, could they describe for us such things as annual US foreign policy re: Ukraine, Eastern Europe, and Russia, overt and covert, since 1990? Is it healthy for the public to fund wars while our activities are secret?
4) Why would they assume that unelected bureaucrats working with little or no transparency would be utterly selfless, make no critical mistakes, and act only in the best interest of the US (while there is not even a concensus on what the best interest might be)? Does the DS perform better than the government apparatus we can see, such as the DHS? The authors seem to have zero knowledge regarding the well-known charcteristics of bureaucracies since their origins.
5) What drove publication of this article?

Donald Trump did not fight the Deep State during his first term. He did not even put Hillary in prison, though we all know she is guilty as sin. Therefore I will be pleasantly surprised if he fights the Deep State in his second term.
The Deep State is to a great extent the result of the creation of the US Federal Civil Service back in 1871.
Compared to the old “Spoils System”, it protects Federal employees from being summarily fired when a new President takes office, but it also means that some employees are able (perhaps surreptitiously) to carry over policies of the previous administration which are not policies of the new administration.
Since then, of course, benefits and protections have been increased, making it even harder to reverse government expansion than would be implied by the natural tendency of organizations to grow.
