Racketeering. That’s how you get at these rings who organize individuals to steal $900 worth of stuff. One time for personal use, its a misdemeanor but it created a loophole similar to what drug dealers do. The drug dealers get underage kids to sell little bits of drugs because the penalty is light for the kids but the reward is big for the pusher.
So if you are involved in shoplifting dozens of times a month, as a part of a group of people working in concert, all profiting on the resale of these stolen goods, it’s a criminal enterprise. It’s no longer just theft or shoplifting.

Mooselimbs come over here and open a grocery store. The man orders his four wives to apply for food stamps, WIC, welfare etc.
The women then use the food stamps to purchase items that are then resold at the grocery store.
This happens EVERYWHERE there are Mohammedans and Roma gypsies.
