I don’t know how the property surrounding the Rio Grande is any different from other private property. Trespass on private property and get arrested. Want to cross an international border, find a border crossing to do it legally. It’s quite simple legally. Always suspect those who want to make the law more complicated than it really is, by citing federalism or other B.S.
