There are many forms that comes in, but they all amount to not acting in the nations (big picture: legit) or district / constituents (small picture: legit), but rather an external special interest or even foreign governments (usually not known by the electorate) interests.

It really boils down to this: We elect people to represt us, to act in our best interest. They know what to say to get elected. But they often do not act in our best interest because of these external forces acting on them.
