Since this comes directly from the Russian Academy of Missile and Artillery Sciences for Information Policy, there is no way it could possibly considered propaganda, since the Russian government only tells the unvarnished truth, unlike sources outside of Russian control.

The generals who planned both current Russian offensive and defensive tactics and defenses were trained by many of the individuals who, during WWII, fought multiple offensive and defensive operations on this very ground. I always thought this would be a substantial positive for the Russian military. One key similarity between WWII and the situation today is the predominance of various artillery systems on the battlefield.
As for the current alignment of forces, the war is essentially stalemated, but that could change depending on events, especially political and economic ones. What is clear though is that in the invasion of Ukraine, Russia lost her best troops and most modern equipment and is diminished as a military power without the ability to regenerate her forces.
The most common western comparison I can think of would be the Nuland/Kagen Institute for the Study of War.
The ‘western’ view of what happened is written by the IC and should be printed on 2-ply quilted paper.

Doubt it, but they’re probably writing requirements right now for future Main Battle Tanks and APVs to be equipped with handicap-capable toilets for women, along with requirements for a new flavor of wire insulation as the rodents in Ukraine are getting tired the existing flavor.
FYI, many years ago I posted an article in a gaming magazine called “Against the Odds” about what might have happened had the U.S. not entered WW II vs. Germany. I looked at the share of German military resources dedicated to stopping the bombing campaign. (I understand the Brits bombed at night, although there were far fewer Luftwaffe night aircraft, but you did have searchlight expenses.) Anyway, I calculated that about 30% of German wartime GNP was going to anti-bombing. I did not bother with the share of Soviet equipment that either came from the US or parts/radio wire, etc. that supported them. Just the German side.
The Soviets won Kursk after a few days when the Luftwaffe was defeated by the Red Army. Up to that point, however, they had great success vs. Russkie tanks via their Stuka 37mm armed tank destroyers, which were wreaking havoc. If the Germans had had 30% more airplanes at Kursk, I calculated they would have won. Doesn’t mean they would have won the war-—which I think was impossible-—but they could have gotten a stalemate and negotiated end.
