Come on Jim. That idea is DOA. One Congress cannot bind another.
Can you guarantee it is DOA?
Who knows if the courts would ultimately see it that way.
That isn't the point. The point is 18 Republicans are trying to saddle Trump with funding he wouldn't agree to. And, that is unacceptable and outrageous.
The argument is without merit.
First, a republican house will not impeach Trump.
If the Congress falls to the democrats while Trump is being elected, a very unlikely election outcome, then the senate is not going to convict Trump.
The funding does not even extend a full year into Trump’s next term.
It is highly unlikely Trump will cut funding to Ukraine in order to bring about peace.
He will need to threaten both sides if they don’t cooperate. He says he will get them to settle the war in 24 hours.
When in this 24 hour period or 72 hour period or the 1st month, is he really going to cut off any funding. There isn’t even time for it.
As has been pointed out here the existing Congress cannot bind the next Congress.
The president will get whatever he wants from the republican house.
If the house is in hands of the democrats they are going to impeach Trump no matter what he does on any issue. However, he is not going to be convicted.
If you have a democrat house and Trump stops the war without cutting off funding the ridiculous democrats will probably impeach him anyway.
Finally, whether some of you want to hear it or not, the Congress will be doing Trump a favor by authorizing funding that runs into the beginning of his administration so that he doesn’t have to come to Congress and ask for any funding when his stated position is that he is skeptical of funding and he wants to end the War.
As regards delaying funding, the truth is Trump never delayed any funding and the democrats impeached him anyway.
It will be very interesting to see if Trump opposes this bill because it also funds Israel and Taiwan.

Yet, past congresses have done exactly that by passing legislation that keeps 66% of the federal budget untouchable, unless an Act of Congress repeals those budgetary protections.
Also, termination of federal employees can be very difficult because of laws passed in the past.
The solution is massive cuts to the federal budget.
They must be done wisely though, we must retain the essential in the public sector & terminate the nonessential
