Wong Kim Ark (1898) ruled on a child of parents who were RESIDENTS of the US.

The parents of Kamala Harris were not residents of the US at the time on October 20, 1964 therefore her citizenship was derived from India and Jamaica at the time of her birth.

Her parents received residential status later, in 1967 and 1968.

The 14th Amendment requirement for citizenship includes the phrase "AND subject to the jusridiction" of the US.

At the time of her 1964 birth, Kamala Harris was born as a citizen of India and of Jamaica, NOT of the US (as her parents were neither citizens nor legal "residents" of the US).
