Even C-in-C Brandon might have a hard time pulling that off. What threat to the U.S. does Russia pose by fighting Ukraine? Even though Congress no longer declares war (and hasn’t since 1942) Presidents have felt the need to get Congress’s approval before committing U.S. military to fight someone.

I despise schumer as much as the next guy but I watched the video twice.....he never said that.
