Well the Deep State and various US federal agencies and foreign governments spy on people, set up sting operations, for the purpose of blackmail and getting to manipulate people so that the right folks get contracts, economic benefits, and the right policies are implemented.
Just look back at J Edgar Hover of the FBI and that files he kept on people. This isn't new, it has been practices for a long, long time.
Does this surprise anyone? Really? Its the District of Corruption. Its the Deep State intel agencies. OF COURSE they set up any compromising honey trap they can and try to lure Congress Critters and others into those situations - film them - and then use that as leverage against them to force them to vote one way or the other.
