This has been around for a long time. Economists call it industry capture and it pretty much occurs any time there is a regulatory board to oversee an industry. The board needs to have people knowledgeable of the industry and where do you find them? Predominately, in the industry that is being regulated. Sometimes the capture is quick like in this case and sometimes it takes a while but it is inevitable. I'm also certain that a very, very shallow scratch across the surface of this regulatory board will reveal organized crime connections.
Is this particular appointment a poor one? In all likelihood because Hochul made it. Is it a corrupt appointment? Same answer.
