While federal authorities did not bring legal charges against the black press for the balance of the war, that doesn't mean they shifted to a hands-off approach. Instead, they ratcheted up both intense monitoring and informal pressure. In the first half of 1942, FBI agents visited leading black newspapers that had carried critical stories about the federal government. Moreover, postal inspectors admonished two leading papers that the "benefits of citizenship" carried an obligation not to "'play up' isolated and rare instances in such a fashion as to obstruct recruiting and in other ways hamper the war effort."

Wilson segregated the federal government in DC and maybe elsewhere. (There wasn’t much federal government outside of the District in 1912.) Roughly 20% to 30% of the clerical positions had local blacks in them in integrated offices. Wilson ended that cut back on the positions and segregated the personnel. Roughly 25% of the Navy’s enlisted were black. In an ocean storm skin color mattered little. Wilson ended that! Wilson screen Birth of a Nation in the WH and gave tacit support to the Klan.
Did these events occur before or after his wife seemed to be running things? Any dates on those 3 actions?
I don’t remember the exact dates but it was before US entry into WWI.
Probably around 1915 when D.W. Griffith’s “Birth of a Nation (Original title: The Klansman)” came out. Wilson supported the movie and held a screening in the White House. Wilson may have been a PhD and President of Princeton but he was from an old Virginia family who sorely missed that free help! His segregationist actions fit his support of that movie.
From the dates suggested by your 2 comments, it would appear that Mrs. Wilson was not in control of these ideas.
