You do realize that this is the first state law making illegal immigration a specifically illegal act, right? This, like the bus export measure, had to be thoroughly idiot- and court-proofed. Remember that Arizona’s abortive attempts all focused on letting locals enforce Federal law. Remember what happened to them. Any subsequent measure was going to have to pass quite a lot of scrutiny.
And nobody else has done this so far. Better late than never.
