No, it means that Russia sends its young men into battle and sacrifices them as cannon fodder. The fallen are replaced by fresh meat. Russia has a much larger population than Ukraine and thinks it can win by just drafting more men. Russia has always fought like this. In WWI it led to a revolution. In WWII, the population decided that Stalin was better than Hitler. The allies didn't give the Soviet population another choice. That's why Anders' Polish army in the East was sent through Iran to the West.
