They should, but they can’t. Public schools are required to enroll anyone under 18 (or who can pass for under 18) who claims to live in the district. The bonus is that most of these kids are limited English speakers and may have other ‘educational handicaps’ which the public schools are required to accommodate. If taxpayer kids are shortchanged in the process, well, that’s too bad.
