1. Section 702 needs to be revised, totally.
2. Any extention of an unrevised section 702 should not have gone any further than March 1; that’s time enough to get a new section 702 written after Congress reconvenes for the new session.
3. No bill should be sent to either chamber for a vote if members have not had time to read the entire bill.
