It wouldn’t surprise me if CIA DID have such an instrument. I think that the focal length would have to be much shorter however, to image the Earth’s surface. Hubble’s primary mirror is at f/24. It is claimed that Hubble can’t image the Moon’s surface to show us the Apollo landing sites because the Moon is too close. That’s my understanding.
