It's not so much a "requirement" as it is a simple correlation. For a while now, it's been pretty much the case that the only sort of person who is interested in "political activism" is also very likely to be a sexual deviant of some sort.
We certainly see this -- well, we don't very often "see" it, but it is true nevertheless -- with our elected representatives at the federal level. Political party, ideological identification . . . none of it makes a difference. Basic perversity is widespread.

Back in the ‘80’s I knew someone who worked for a US Rep. He was invited to a party for Reps and staff. He was offered escorts. Party was mostly alcohol. These invitations were non-stop!

Here in Florida and I assume other places, the State runs a website where you can search for people who have been convicted for some type of sexual offense with children, anywhere from actual violent rape/murder to spreading child pornography, the number of sexual perverts living in my area is wild the first time I searched the database.
